Major Issues Concerning the Parish Council 2002

The Parish Council is a democratically elected body of volunteers, only the two employees of the Council, currently the Clerk and the Park Keeper, receive any payment.

Members of the public have the right to attend the Council Meetings and Standing Orders will normally be suspended at some point in the meeting, to allow members of the public to address the Council.

Glusburn Park

The current developments are:-

To replace the largest swings so that they conform to current safety standards

To renovate the wooden play equipment by replacing the tyre seats and chains and to restain the wood.

To resurface the paths in the Autumn.  This is to allow the other work to be completed first and also to come into the second half of the precept allocation.

Possibly to put skateboard equipment on the basketball court.

Crosshills & Kildwick Station

The Parish Council are very keen to see the station re-opened. Currently NYCC are preparing a bid to the Strategic Rail Authority for funding.  Several feasibility studies have now been completed but further work is needed before a final decision is taken on the best site option.

The traffic congestion caused by the level crossing barrier being down 34 minutes in every hour is also a current concern. The Parish Council is now in consultation with North Yorkshire Highways Department regarding a bridge being built, particularly as more freight traffic is coming on the line.

Planning

This year 2001-2002 there have been 55 planning applications submitted against 44 last year, many of these have related to the Crossings Business Park The Parish Council continues to have concerns regarding this large development on a flood  plain and also that all the buildings have not had to be stone clad to blend in better with the environment.  The effect of more transport movements on the A6068 going through the village, as a result of these developments, is also a major concern. 

We also think that the access onto this site should have been researched in greater detail and that a bridge across the railway with a direct link onto the A629 Trunk Road should have been in place before further development was permitted. However the recent emphasis on the planting to screen the site is greatly welcomed.  

The other planning application that alone has so far taken 13 hours of sitting in CDC Planning Meetings, is that for two cottages near the bottom of Green Lane.  The Parish Council have consistently opposed this development on three accounts:- exacerbating the flooding problems, access and conservation of the area. This is now going to an  appeal in August. 

Generally however the Parish Council support the policy of infill development and have recommended the approval of most of the applications. 

A replacement light has been supplied on Croft Street, Glusburn this year.  Otherwise the only other issue has been the supply of an inferior quality of light bulb which has affected the intensity of many of the lights.

Town End Allotments

The Allotments are currently owned by the Housing Department of Craven District Council.  However Glusburn Parish Council have now entered into negotiation regarding leasing the allotments on a long term basis from CDC.   It is expected that these arrangements will take until 2003 to complete.
